Project Manager for the epidemiological surveillance system - Burkina Faso

management4health GmbH and its consortium partners are submitting a bid for the ‘Consulting Services to support the West African Health Organization (WAHO) with the establishment of a regional epidemiological surveillance system’ financed by the Federal Republic of Germany/ German Development Bank (KfW). The Project concerns the strengthening of both national and regional reference laboratories and the improvement of the epidemiological surveillance system in the countries Burkina Faso, Côte d’Ivoire, Niger, and Nigeria through the provision of equipment and the support in cross-cutting issues. The purpose of the Project is to contribute to the development and strengthening of a functioning epidemiological surveillance system in the ECOWAS region. This is to contribute to improving the protection of the ECOWAS population against epidemic diseases.

The following Project activities shall be financed from the Financial Contribution:

a. Needs based financing of equipment for both national and regional reference laboratories in Burkina Faso, Côte d’Ivoire, Niger, and Nigeria (if necessary, also mobile or prefabricated lab units).

b. Improvement of the laboratory competencies in important cross-cutting issues, in order to ensure the sustainability of the investment measures. (i) Improving the Data and Information Management (ii) Supporting environmental protection and waste management (iii) Improving maintenance of equipment and infrastructure (iv) Strengthening of the referral system, (v) Improving quality management (vi) staff training in all the above-mentioned areas, (vii) Supporting the elaboration of policy and strategic documents.

c. Consulting services, monitoring und audit

The Consultant is expected to support the PEA in the following aspects:

a. Day-to-day management and procurement procedures for equipment (technical specifications, bidding management) and services (where applicable);

b. Management of the disposition fund

c. Monitoring and evaluation of the project especially in relation to its impact on the improvement of the epidemiological monitoring system (early warning and response) at the regional level;

d. Appraisal of country requests;

e. Development of an Environmental and Social Management Framework for the management of risks related to environmental pollution and personnel safety.

The time-frame foreseen for the project implementation is 36 months with a preliminary start in April 2018. The Consultant will be based in Bobo Dioulasso in Burkina Faso with travels in the region, in particular to Abuja (Nigeria). The services will be conducted in French and English.

For the current project, we are looking for an expert with the following profile that is available for a full-time 3-year long-term position:

Project Manager to support the WAHO Project Management Unit with the management of procurement procedures, financial management as well as project related monitoring and reporting

  • Extensive experience in implementing procurement processes for health products (i.e. biomedical equipment, laboratory equipment) as part of donor-funded projects
  • Extensive experience in financial management of donor-funded projects
  • Proven procurement experience with KfW, World Bank or similar donors
  • Experience in working with the West African Health Organisation (WAHO) is an asset
  • Regional experience in the ECOWAS region
  • Excellent oral and written language skills in French and English
